One should know when to say / do what , what to expect from people and what to do unto them. This, is actually, social skills.

You can't give out all the information you have all the time. You can't exercise many of the possible actions most of the time. The limiting entity is discretion. And, also a sense of timing. Because, our actions cause some reactions. So, its good to think of all the consequences before acting. But, there's moral values to consider. Cannot hold back information such that it will interfere with good moral values.
